FRAMING THE DIGITAL DIVIDE

INTRODUCTION
The existence of Information and Communication Technology (ICT) as one of key drivers of globalization has become the foremost discussion around the world. One of notable discussions is that ICT, such as dekstop computers, mobile phones and internet, has fundamentally changed our society as these modern means of communication can “empower people, benefit business and individual and virtually link people around the world to share their views, ideas and innovations”.
At the same time, ICT’s usage is also fastly increasing.Internet World Statistic (2011) shows that around 2 billion people in the world are being online with more than 60% of users concentrated in Europe and America and less than 11% in Africa. Countries with abundant access to technology is “the information-haves” class and the rest into “the information-have-nots”.

LITERATURE REVIEW
History of Digital Divide
            Historically, the term digital divide rose publicly in the mid-1990s as the National Telecommunications and Information Administration (NTIA) survey (1995), as cited in Servon (2002, p. 2), identified the excistence of a divide which “separates people with access from those without the access to information technology. Castells (2002), as cited in Fuchs & Horak (2008, p.248), identifies digital divide as “inequality to the internet” while Norris (2001, p.248), defines it as “any and every disparities within the online community”. the term digital divide rose publicy in the mid 1990s as the National.


Multifaceted Nature of the Informations Have-Not
            There are several factors why the developing countries are trapped in “the information have-nots”. First, the market influence. Second, the unequal investment in infrastructure. Among these, market influence is considered to be the major reinforcement of technology gap. It is understandable since progress of technology assimilation in developing countries is always been faced with “unsurmountable obstacles of high expenses” required to implement the process (Murelli, 2002, p.2).
            However, the digital divide isn’t only linked to issue of physical access. In other words, people must acquire cognitive skills such as ability in seeking information and finding different types of information. Without skills, the presence of access will be worthless.

Digital Divide and Information Society
            The ideal explanation is that the digital divide manufests with socio-economic disparities. Users who have more experiences with internet are more likely to have a higher socio-economic status. In other words, being disconnected is equivalent to less opportunity. Hence, the digital divide will almost likely affect the social and economic progress in developing countries.

DISCUSSION
Bridging the Digital Divide: Study Case of Association of Progressive Communications (APC)
            The Association of Progressive Communications (APC) was established in 1990. APC is an international non-governmental organization and a network which 50 members are widespread in five continents around the globe, the majority is based in developing countries. Currently, APC works on two broad levels of digital divide bridging effort; practice and policies. In practical term, APC is formed to provide people with ICT infrastructures. On policy basis, it is actively involved in assisting governments, especially in developing countries, to produce information and communications policies in order to make “accessing and using the internet easier” (Association for Progressive Communications, 2011, p.2)

Indonesia and the Digital Divide: A smaller of Bigger Picture
            By the 21st century, one of notable discussions is regarding the Information and Communication Technology (ICT) inevitable infiltration to the society’s daily basis activities. History has proved that the invention of communication tools such as printed media or telephone has facilitated peoplr to extend their ideas or even inspired them to transform the governmental system (Crowler & Heyer, 2011).
            Indonesia, in this point, has also experiencing the same condition. In fact, it is categorized as one of developing countries that alleviating its positions from the “information have-nots” to those in “the information haves” due to the country’s progressive ICT development.
            Internet usage in Indonesia started to increase as platform to access the net were provided more widely. The growing number of Warung Internet /Internet Cafes (Warnet) was one significant factor that had contributed greatly to the ICT adoption among Indonesians.

            However, there is a considerable irony within the country itself. Take a look at Papua, Indonesia’s farest west area. It condition as remote are has made Papua one of non-electricity province not to mention less technological aspect.

Introduction :)

Hello, troops! My name is Beltsazar Septian, and I usually called Abel. On September 17th 1997 in Jakarta, I was born. I was born in MMC ( Metropolitan Medical Center ) Hospital in South Jakarta. I’m a kind of person who love participating in some organizations and competition, especially in music and sport. Both of them are my hobbies. In music, I love acoustic and jazz music. I can sing and I love it, too. I often join singing competition at Senior High School level in Jakarta. I also have a band from my junior high school. It’s an acoustic band. In my band, I’m the bassist and also the singer. In sport, I love every each kind of sports. But especially, I love basketball. I used to join Tomang Sakti basketball club in Jakarta.

After 17 years lived and 12 years studied in Jakarta, now I’m being a college student in Social and Political Faculty, as an International Relations student in Lampung University.

In Jakarta, I lived with my parents. Both my father and my mother work as a private employee. I have a younger sister, too. She is fifteen this year. Now, she is going to the same senior high school as I used to. Same like me, she loves singing and she loves basketball. I think it’s because of our parents. Both my father and my mother love singing. We always have a family karaoke-ing time every week. And my mother used to be a basketball athlete. Maybe that’s why my sister and I are doing the same thing like them.

MABA UNILA COY MABAAAA

Hai troops ! Gue kenalin diri gue dulu kali ya. Nama gue Beltsazar Septian. Kalian pasti mikir "ya gue juga bisa liat profile lo kali", ya kan ? Terus pas baca kalimat barusan, kalian mikir lagi "sok asik banget sih nih blogger". Ngaku aja lah. Gue ngerti kok. Gue tau kok. Gue juga gitu sebelum coba buat2 blog kaya gini haha. Segitu aja info buat perkenalan kita ya, kalo mau tau lebih lanjut, kenalan aja lah ya  haha ;;)

Kebetulan, ini post pertama gue sebagai blogger nih. Dan ini juga pertama kalinya gue ikut2an hal2 kayak gini HAHAHA. maap ya qaqa kalo aqu agak qatroq. wqwqwq.

Oh iya, di post pertama ini, gue mau ngasih tau, kalo gue keterima di UNIVERSITAS LAMPUNG COYYY. Ya gue seneng aja gitu. Mana jurusannya itu emang yang gue mau.

Gue cerita dari awal aja deh ya.
Jadi, gue memulai masa SMA gue dengan biasa aja. Pake seragam yang ukuran nya biasa aja, dengan tas yang biasa aja, buku sama alat tulis yang biasa aja, ekspresi yang biasa aja, temen2 yang biasa aja (karena ga langsung dapet temen), otak yang biasa aja [re:luar biasa], model rambut yang biasa aja, dan warna kulit yang biasa aja, ga putih dan ga sawo matang [re:agak item]. Yaudah biasa aja kali.
Tapi sekolah tempat gue menuntut ilmu (tsahhh) semasa gue SMA tuh luar biasa coy. Beberapa kali di cat ulang, di aspal lapangannya, terus di modif ruangan sama kantinnya [re: renovasi]. Yes, gue sekolah di SMA terbaik di jagad raya, SMAN 33 Jakarta Barat.
Suer, itu SMA paling keren yang pernah gue jadiin tempat belajar selama gue SMA.

Gue ngejalanin masa2 SMA gue dengan nilai yang biasa2 aja, makanan yang biasa2 aja, tapi ketampanan gue semakin luar biasa. pliz don jaj me gaez.
Tapi harus diakuin, guru2 di SMAN 33 Jakarta itu baik asik dan hebat2.

Singkat cerita,
Sampailah. Pada. Masa. Ujian. Nasional.
Semua materi di PM dan di tempat les tuh ga segampang materi pas SMP coy.
Pusing. Capek. Lelah. Pusing. Capek. Lelah. Pusing. Capek. Capek. Cakpe. Cakep. Cakep. Cakep.




Tapi akhirnya lewat tuh UN !



Sampailah. Pada. Hari. Pengumuman. SNMPTN.

dan gue ga lolos.

ga lolos.

gue panik.

gue yang tadinya santai, jadi panik.

gue mulai konsultasi ke nyokap bokap opung tulang nangtulang namboru amangboru nanguda amanguda nangtua amangtua.
diceramahin sana sini. ada yang bikin semangat, ada yg bikin down. hfffffttttt.

Terus, gue daftar SBMPTN. Gue jalanin semua nya dengan HI-UNILA sebagai pilihan pertama gue di SBMPTN.

Sehari sebelum pengumuman SBMPTN, gue daftar ujian mandiri di undip dan bayar duit pendaftaran 300rebu, karena gue agak takut ga keterima SBMPTN.

Besoknya, gue bener2 ga ada gairah buat maen atau keluar rumah. Gue dirumah, worrying about the result.
Jam 5, pengumuman udah bisa dibuka. Gue gemeteran masukin nomor ujian sama tanggal lahir gue.

deg.

dan muncul kayak gini.


SENENG BANGET GILS.
SUER.
Gue langsung ngebut ke rumah opung gue, pamer hasil gue, terus peluk opung gue kenceng2 sekenceng2nya.
Nyokap Bokap langsung telfon gue dan ngucapin selamat.
Gue. Speechless. Praise the Lord.

Jadi gue mulai lah ke Universitas Lampung buat survey lokasi, sekalian cari kost.
And luckily, walaupun banyak yang bilang kost udah penuh, tapi hari itu juga gue dapet kost yg lumayan nyaman, dan murah pasti. Satu kamar dengan tempat tidur, meja kursi, dan lemari, hanya 3,6 jt setahun. Cuma sekitar 300rebu sebulan.

Dan sekarang, gue lagi ngetik post ini, hari ini tanggal 23 agustus 2015, sekitar jam 4 sore, di kamar kost gue.

Besok, senin, bakal ada gladi buat upacara penerimaan mahasiswa baru di hari selasa dan lanjut lagi ospek sampe jumat.
